It is a cold well refrigerator for a restaurant and it "shocks" you when you touch the metal part and also touch another metal part of another refrgerator. How do I troubleshoot this?

It sounds like you have at least 1 and possibly 2 problems - one, the metal parts are not properly earth grounded (which they should be, in any electrically-powered device), and two, you might have a faulty compressor or other component that is leaking current. Call an electrician

Call a professional electrician. You may have one of two dangerous problems.
1. The ref. may have a grounded circuit with a bad return. The frame of the machine is now energized at a potential voltage. Being in a kitchen with wet floors and hands it is not a happy environment. If you can feel it it is not safe.
2. The building could have lost its ground source.
In either case get an electrician.
A damaged circuit that 10 minutes ago only caused a mild shock may cause a lethal shock or fire in the next 10 minutes. Keep people safe.

I believe you have a problem. As the previous posters stated, the refrigerator could have an internal problem that is causing current to flow through you when you touch it. I agree with them - call an electrician immediately.

Your ground is bad, or non-existent (that third barb in the plug).
