good answers here but actually its a bit more complex..... when you steep somethin what you are actually doing is one of three things. you either are soaking, cleaning or extracting the essence of the product you are using. You also may steep in any type of liquid.

A reduction is generally used as a sauce, glaze, or gravy. It can be for meats, vegetables, desserts, or fruits. Cooking down, reducing the amount of liquid in a shallow pan, stirring often to avoid burning, is a good way to also intensify the flavor of an otherwise ordinary combination of ingredients, be it wine based, milk or cream based, fruit juice based, or even a vinegar reduction, which all can be mighty fantastic. Some reductions are used for nothing more than a garnish, drizzled about on the serving plate or platter. They are fun to experiment with but do add a bit of fuss to preparation of a meal. They can really be the highlight of an otherwise boring dish.

Steep means to leave something in very hot liquid with a lid in order that the essence will permeate the liquid. For example, you "steep" a tea bag in water.

Steeping is when you soak something to get out of it what you wanted. When you make tea, you steep the tea bags. You steep to get out the flavor, color, what ever you are looking for from the ingredient.
