there is a button on the dash of my 1998 lincoln navigator on/off and nothing else around it..what is it fo?

it's by the air conditioning/heating buttons...it's says on/off and when i flip the switch nothing happens...what is it for?

I'm not sure just which on/off button you are referring to but I bet your answer lies within the first few pages of this (free downloadable) owners manual for a '98 Lincoln Navigator:
