She needs to find out how many calories she should eat per day... probably somewhere around 1200 cals/per day. and exercise at least 5 days per week. if she does this for a month and has still not lost any weight she may need to go to a Dr and have her thyroid checked and to make sure there are no other problems

Not enough information. Doesn't matter what diet you are on, short of an endocrine disorder or other disease, the only way you can lose weight is to 'spend' (burn) more calories than you 'take in' (consume). If you have a slow metabolism, maybe you will lose weight on 1500 calories a day compared to someone else who can consume 2000 and lose weight. It still comes down to you have to use more than you need or create a 'deficit' in order to lose weight. Out of curiosity, is she sedentary? The more sedentary you are, the more likely your metabolism will be slow.

Is she also working out on her diet? The only way you can lose weight is burning more calories than you consume. At least have her make a few walks during the day and possibly run and work out if she has the time. I also hear weight watchers is a great plan. Good Luck!

Is she exercising? That can help speed things up. Although, it doesn't sound like she is truly following the diet. If she has not lost any weight and it has been more than 2-3 weeks, then she is definitely cheating.

Losing weight is a simple equation: if you burn more calories than you eat, the weight will come off. Start off by estimating how many calories you burn each day using the calorie calculator http://straighthealth.com/pages/tools/caloriecalclb.html This will give you an idea of how many calories to eat. Healthy weight loss is 1-2 pounds per week. To lose 1 pound per week you need to create a calorie deficit (burn more than you eat) of 500 calories per day. To lose 2 pounds a week, you have to double the deficit to 1000 calories per day. You can achieve this by eating less, exercising more or a combination of both.

Well obviously she isn't doing something right. is she just dieting, is she getting off the sofa and instead if watching Oprah does she work out? Does she think she is on a diet because she orders diet Coke with her cheeseburger?

I believe exercise is one of the most important factors in weight loss. Most "diets" do not produce effective, long-term results. My advice to your sister would be #1-Stop dieting. Change your eating habits to focus on healthy foods like fruits, vegetables, and whole grains without eliminating any one whole food group.
and #2-Try to get plenty of exercise. Walk for at least 30 minutes a day, and include whatever form of exercise you enjoy in your daily routine (this might be swimming, tennis, yoga, even gardening, or vacuuming!). Don't think of it in terms of weight loss. Think of it in terms of a healthy change of lifestyle.
