I have 3 1/2 yr old twins ( who will turn 4 in October) who I would like to enroll in some sort of preschool program this coming fall, however, every program I have come across requires them to be from a low income family, homeless, have problems speaking english, or have special needs--all of which they are not. Where can I find an educational program in Dallas, Tx, or surrounding area, that will take children who are under 4 yrs without requiring any special circumstances?

Try to apply for Head Start even if you are not income-qualified and have no special circumstances. It's usually an excellent program (I work for Head Start in Pennsylvania) and sometimes accepts over-income children.
