Peacemakers are those who promote peace, as far as it depends on them ( Rom 12:18 ). In doing so, they reflect the character of their heavenly Father and so are called "sons of God'.
The main characteristic of godly wisdom is that it is pure, meaning "free from defilement". Bitterness, envy, and selfish behavior corrupt person. Godly wisdom is also peaceable ( 'peace loving', 'peace promoting' ), describing a spirit of tranquility and calmness. Godly wisdom is undivided, without favoritism, unwavering ( person who is undivided in his commitment and conviction and does not make unfair distinctions ) and consistent.
I think that peacemakers are the people who love the enemies...that you may be sons of your Father. This plainly teaches that God's love extends to His enemies. This universal love of God is manifest in blessings which God bestows on all indiscriminately. I would say " Common grace". Righteousness flourishes in the climate of spiritual peace.
I think it is more demanding to make peace than keep peace. I think it has to do something with seeking reconciliation.

Because peaceMAKING is harder. To keep peace requires a peace to keep, so it is little more than maintaining the status quo. A peacekeeper who fails loses ground. Peace makers provide more opportunities for peacekeepers to operate in. Jesus was on the offensive, actively waging peace, not just maintaining what may have already existed. A peacekeeper is like a guard defending a patch of territory. A peacemaker has to strategize and plan how to acquire MORE "territory". Progress is important.

It is because it is easier once a truce has been made to keep the peace,both side have agree upon certain demands and it's much more doable to maintain that ground of peace. For the ones who have to go out and make the peace,it's like standing in the line of fire,so to speak with all the trials and tribulations one would have to endure to find a middle ground to even get to the place of peace,before it can ever be kept. And with that comes great rewards,whatever you put out into the world is what you are asking the world to give back to you.

God is love. Love cannot be contained and overflows.
"TO MAKE" is adding peace - CREATION!!!
"TO KEEP" is stagnating and eventually diminishing.
There is translation discrepancies into English ... but I prefer those who can keep adding reasons for peace. Respect for and development of human life require peace. Peace is not merely the absence of war, and it is not limited to maintaining a balance of powers between adversaries. Peace cannot be attained on earth without safeguarding the goods of persons, free communication among men, respect for the dignity of persons and peoples, and the assiduous practice of fraternity. Peace is "the tranquillity of order."

You truly cant keep the peace in every situation. What you need to do is say if you have two friend quarreling over something then try to settle that debate.
