Usually, yes. However, they may have accidentally left the RSVP card out of your invitation -- it's so hard to put those packets together sometimes!
Just drop them a friendly note to say "thank you for the invitation, but I can't attend." That covers all of the bases neatly.

Well, proper etiquette is to respond with a written acceptance. I think there is one of two things going on here:
1. The host is trying to make everyone revert to the proper etiquette (which hardly anyone follows anymore) and you are to reply with a written note if you are declining.
2. They are so blissfully happy they can not image that you would make any other plans & not put all else aside to attend their wedding.
If you can not attend you can either make an note on the meal selection card & send it in. Or, following proper etiquette, send the host a note saying how sorry you are that you won't be able to attend.

Please do respond to the address on the envelope with a card including your best wishes and regrets or convey your feelings via a phone call or e-mail. A bride and groom need to know how many people will be attending for their caterer, seating at the ceremony and numerous other details surrounding their wedding.

Send them a little card, saying thank you for thinking of me, but I'm sorry that I cant attend your very special day.
You must contact them saying that you cant attend, due to catering food, seatting, and final count favors, ect....
Later send them a card with a small gift closer to the wedding date......

I would still respond, perhaps put a note on there that you cannot attend. That way at least they know instead of wondering if it got caught in Mail Limbo.

I echo the thoughts of many people who have already said to send a card saying thank you but that you are unable to attend, maybe they just presumed everyone they asked would be free to come.

Send a letter back and decline the invitation gracefully. Or give them a call expressing your regrets for not being able to attend.

I would just send a congrats card and include that you are terribly sorry you cannot make it but I am sure you will look beautiful, it will be beautiful or something like that, so you don't look like you didnt understand and you are just sending a congrats card!!! Good LUCK
