It is highly recommended that all new IPCs be placed on the first level of their personal host upon sign up, meaning that the personal host and placement host are the same IPC account. Any placement of a new IPC other than on the first level will be considered the personal host’s **one placement** for that IPC.

Are there any previous references to 'one placement'? If not I assume this first reference refers to any subsequent reference to that term.
