For instance, I need to know "turn at the third light after Joe Street" or "pass 2 lights, make a right at third light where you will see a MacDonalds on the corner."

Otherwise, I tend to get lost, and have a hard time reversing directions, and tend to panic. Any ideas to help me?

When you are unfamiliar with an area, the anxiety can be overwhelming, especially when it is compounded with excess traffic. So your fears are legitimate. I try to offer people directions using number of lights, blocks, ect. It is more helpful than "turn left on Main Street...."

But a GPS would be the way to go. Takes out the guesswork

The sun rises in the East/ sets in the West. don't drive after dark.
Tom Tom/ GPS or on dash bubble compass.

when you are at home, study a map of the area.

Calm down. It's no big deal to drive around the block a dozen times. You'll get there eventually. Roll down your window and enjoy the weather.

That's normal.

Besides, half of the street signs seem to be missing, or blocked from view anyway.

Get a global positioning system. It tells you exactly where to turn.
