Islam does not say that all people are Muslims by birth. However, it states that every human being born in this world goes through the same pre birth development, hence the scientific procedure of development of a baby in mother's womb is same for all human beings. It shows that Allah does not discriminate people, everyone is equal in His eyes. It is the choice of that person born in this world to choose whatever path he/she wishes. Allah wishes everyone to follow true path which is Islam but According to Him, he has given man intelligence to choose himself what he thinks is right for him, Allah will judge whether the man was right or wrong in his choice on Day of Judgment.

they are but after birth you can decide to change that if ou want by becoming catholic jew etc but everyone is born muslim if you change it thats your problem
