What do you like to do?
If you like skateboarding or snowboarding, hang around an independent skate shop and get to know the owners. They may hire you for odd jobs and pay you "Under the table". If you are really good at skating, ask around for some sponsors and start signing up for competitions and compete for the prize money. My nephew, now 16, has been doing this since he was 12. My brother met friends who own their own skate shops and worked for them helping them sell stuff at X-Games gigs, now he is a manager for Zumeez stores.
If you like working with tools, working on cars, or working with wood or metal in shop class, ask around at independent shops for a job as an apprentice and learn the trade.
If you like digging in the dirt, ask around for work with a landscaping crew, or get a lawnmower and hire yourself out to mow lawns. Some people would still rather pay the neighborhood kid than a stranger to mow lawns.
If you like doing your own thing, scrounge around the neighborhood and collect recycling. You can do this whether you have a regular job or not. Recycling centers here in California are paying $1.78 per pound for aluminum, or you can ask for the 5-10 cent per can or bottle recycling deposit back. We collect about $30 a month on a regular basis just by collecting the bottles and cans we find walking the dogs in our neighborhood every day. The hardworking people who roam the streets and dig through the garbage cans collect about $100 a day this way. You might want to call up recycling centers and ask how much they pay for newspaper or cardboard. There's a recycling center in Los Angeles I know of that is paying up to $75 a ton for clean newsprint paper. I used to earn my gas money when I was in high school by collecting recycling.
If you like selling things, there are lots of things you can make and sell at flea markets and yard sales. We refurbished some free bar stools and sold them for $10 each. We would have sold more if we had more. I know a kid who finds bicycle parts being thrown away, fixes them up and repairs them, paints them really cool and sells them. I know another guy who paid for his tech school training by fixing computers for his friends and selling refurbished computer parts. I know of another kid who won several awards, including trophies and scholarships, for repairing and fixing up his grandfather's old tractor that had been unused for years.
My brother and his friends hung out at a friend's surf shop all the time and ended up working for him shaping surfboards. They also hung out at their friends' dad's gasoline service station and ended up working for him as their other part-time job. Talk up the dads of your friends and get to know your neighbors. Make yourself useful. Be willing and unafraid to start at the bottom. One of the most successful radio disc jockeys practiced his schpiel at home and worked sweeping floors at the radio station. When one of the dj's showed up to work drunk, the kid filled in and was an instant hit. Sometimes the best foot in the door is first to volunteer and be there when opportunity knocks.

I'm pretty sure almost everywhere will not hire you unless you are at least 16. Many places prefer 18 year olds, also. Legally, you cannot without a work permit. And yet, when you look at the statistics of unemployed teenagers looking for a job, there are many. And what company would choose a 14 year old over a 17 year old? Not many. Try doing chores around the house for money. Or cut your neighbors lawn.

As a 14 year old you are limited by law and so are employers as far as hiring you. You cannot work more than a certain amount of hours etc. Check with city hall in both cities. But I don't think you are going to be able to earn that much.
