I have ordered an idiomatic dictionary. In the meantime,

de los mayas de la isla de Cozumel según consta en "el libro copiador de oficios."

means: the Maya of the island of Cozumel were prohibited, according to consists in the "office's copying book."

I doubt "copying book" is correct. I mean -what is a "copying book."?

...of the Mayas of the island of Cozumel, as is certified in the correspondence book of trades.

[Trades in the sense of jobs, occupations, professions, etc.]

or you can say the Registry Book of Trades.

I assume this is a historical document?

I'm mexican and I have no idea of what a 'libro copiador de oficios' is. I googled it and it appears to be some kind of book... to keep registers. The file information there... but I don't know the word for it on english. You could just say 'according to the registed files... or book of registers'.
