As we say at http://groups.yahoo.com/group/Shirtless_Lifestyle/ , the way to look like a confident shirtless man is just to take off your shirt. Better yet, don't bring one in the first place. The more you do it, the more confident you'll be.
Yes, a few people will be annoyed, even offended. But since you know that's silly, you can ignore them. And the positive comments, admiring glances, and thumbs ups will certainly outnumber and outweigh the negatives.
Work on the tan you had last summer, and use wanting to be shirtless as motivation to get to the gym more--or to learn more about how to make exercise effective.
However, don't be shirtless in places with posted prohibitions against it, at least at first. (It's surprising how many places have signs even tho they don't really care.) But be aware that there is NO health-department rule anywhere in the U.S. that sets requirements for customers' clothing--altho private property owners CAN require anything that isn't against specific discrimination laws, they don't HAVE to! (There usually are rules about people who serve the public, but not about the public.)
Finally, you and anybody else with the same problem are invited to join the Yahoo! Group linked to above.

Listen brother. Have you seen the really big dudes at the beach who wear skimpy little swimsuits and don't realize that what their wearing or not wearing is on the "DAMN" scale. You have nothing to be ashamed about and if your not confident work out, run, do things to improve your body if you don't feel comfortable.
