Do your family and friends usually plan you a party? If so I would wait... If not then go ahead and plan your own party.
Personally, I think that having someone else throw you a party is much more fun, then you having to plan one yourself.

i think u should have two plans do a little somthing by yourself just in case they dont do it so if they dont it wont seem like you didnt have an alternate plan and if they do.....hey the more the merrier.......but im sure they'll do it...happy early b-day!!!
