If you suspect someone close to you may have some sort of mental disorder (bipolarism perhaps?), how can you have that person diagnosed?

You can't, unless they are obviously a danger to themselves. If that is the case, their family (and likely only their family) can call the police and ask them to commit the person. They will only do this in extreme cases, and the rules vary from state to state. If you are not a family member, you are best to stay out of it (although calling the police on someone who is threatening the commit suicide is always ok). Also, if the person is a minor, then their parent can take them in.

Otherwise, except in these extreme cases, if the person is an adult, then they have to choose to go in and see their doctor. You cannot make them. Ultimately, it is a free country, and people are free to be depressed or mentally ill if they so choose. All you can do it talk to them and encourage them to see their doctor.

Go to a doctor and insist that they have a mental health professional speak with them..It is very important they see a doctor or mental health professional. It's great they have a friend that cares.

If they will see a therapist, counselor, or pyschologist that is going to be the easiest way to get a diagnosis. If not I know some primary care physicians will discuss mental health issues.

Diagnosing them won't solve anything, it's not like their suddenly going to level out?

I would suggest they see a doctor and ask for a mood stabilizer. It helps tremendously with keep the mood levels stable.

They need to go to the doctor. That's the only way to get diagnosed. Once diagnosed they will be put on medication.

get a reference from their own medical Dr.
to a counselor or go to your local mental health department for information
usually with bi polar they have no control
over their anger they go from one extreme to another...
