You have limited the chances of giving a good answer.
But the Bible says all deserve to go to hell; not withstanding Christians. But the blood of Jesus which is a free gift to anyone who accepts it will save a person from hell.
Please note: even if hell had no fire, one would have still suffered because the person will be separated from God. Separation from God is still death. Cain said it himself when God made him wanderer. Cain told God that the punishment of sending him from His (God) presence is hard.
