if its for identification purposes a Muslim woman is allowed to uncover her face.
likewise, her drivers license and passport should also have her face unveiled because it is for the purpose of identification.
if some sick man is going to take some sick pleasure in viewing the photos then that is his own sin and not hers for she is taking the photos with the right intention of being able to provide positive identification when it is needed.
I know I have read fatwas by scholars (mainly Saudi scholars) who say even for a passport she cannot unveil unless her necessity for a passport is strictly to travel to spread the religion. But if you really take a look, there is nothing in Islam that says a woman cannot drive for women even rode on horses in the Prophet's time. So they restrict driving on women, and at the same time remove the need for drivers licenses and put this restriction on a woman obtaining a passport that her only mission should be to spread the religion. As if Muslims cannot travel for pleasure! They also do not even recognize the FACT that there is a legitimate second opinion from many scholars that veiling the face is not required. They should also be recognizing that there is this second opinion and not forcing the veil on all women who believe in the second opinion. This is something cultural, and y es, they are learned men, BUT it does not mean they don't sometimes mistakenly add their cultural values into their rulings. they are men afterall... not the prophet.

of course, if a female officer is around, then a female officer should be the one to check, but that is not going to be possible at all times.

If she chose to wear the full hijab she has to recognize to take it off when a police officer asks her to do.
As a muslim woman I know it is not a must to wear even the head cover to prove that I am muslim. Quran did not put a certain form for the woman dress code. It set rules to match all countries and local traditions in each country. Islam makes it easy to the woman wherever she lives to match the modesty in her wearing style as well as to be not offensive o others. But finally, it is the woman choice to wear whatevet she wants; she is the only one who decides to waer head cover or face cover or not to wear noe of them.

You don't have to, woman are not permitted to drive according to the Islamic sharia law of Saudi Arabia. So, if you see a woman driving in hijab, just arrest her first. She won't be offended because she knows that she is committing a religious offense.

As a Muslim woman who wears niqaab, I realize that there are times that my face must be shown for positive identification purposes. If possible it is preferable for a woman to be the one to do this but if there is not one available then a man can do it.

most likely any woman wearing a full hajib who is driving will not stop for a police officer, they will continue to speed towards thier detonation point.

They've been trying to teach them here.
We have several hundred in town with work permits.
They drive into fences, parked cars, you name it!
Our cops are probably tired of writing all the tickets!
The Mexicans are much more socially acceptable and polite!
