No and it will never be. This is not a religious question for me, but if it is for you then so be it.

In disaster management it is believed that if you cannot have a place livable within one year, then your plan has failed. The plan failed.

Concerning New Orleans, The Army Corp of Engineers claims the levees have never been stronger. All the pumping stations have been replaced and are operating. But the damaged areas south of New Orleans and in New Orleans itself are very slowly being rebuilt, as most have to be rebuilt by individuals with little money.

Why do people keep rebuilding on flood plains and hurricane paths? Do they think there will never be another flood or hurricane? What about Kansas? Louisiana will never be the same as before. It is still below sea level, and hurricane season is just starting. Why not use logic and move away from something that is set up for sure disaster?
Did you notice that the government didn't have much disaster relief for Kansas? That is because they were sent to Iraq. What will happen this summer.

NO WE HAVEN'T ..

there is still MUCH that needs to be done. 400 MILLION $$$ that was donated to the city from other nations was rejected .. not used.. and simply just disappeared ..
Look it up.. there are articles on it.
only 8million of the 400 was used.

BUSH NEEDS TO STOP WASTING OUR MONEY IN IRAQ .. AND help one of his own nations most beautiful and historic cities

No not even close. We have barely done anything. The levees haven't even been fixed properly. If another strong hurricane hit New Orleans would flood all over again. Remember "George Bush doesn't care about black people".

The only place that has been rebuilt is the business district.

If you go into neighborhoods hardly any progress has been made.
People are still living in FEMA trailers or still not able to go home.

And why should we? Look what happened when it flooded the way it was! Build it different, with modern architectural know-how, so it can better withstand flooding.

New Orleans hasn't been rebuilt at all. The government has forgotten the citizens. More importantly the children. Now if it had been Beverly Hills..........
