Your recruiter only calls and asked the Navy Classifer at MEPS if you can do it. The Navy MEPS Classifer will first look at your paperwork and see if you are even qualified for the rating. You need to be able to pass a very intense background investigation as well as having the proper ASVAB numbers for the rate. If you have had ANY criminal issues in your past your will not get the rate. After the Classifier looks at your record, they will see if there are ANY seats avaible for IS anytime soon. IS is a very small rating community and openings are not very common. If the answer to any of these steps is no, the answer back to you is going to be no. This process may take several weeks because your request is not a priority. The Classfiers at MEPS are very busy everyday taking care of new recruits just like you. sitting in front of them You had your day at MEPS already and freely chose your job as an HM. If you didn't want HM, you shouldn't have chosen it and signed a contract. They will do what they can to see if you can change ratings, but if everything I already mentioned does not line up, you are going to be a HM. There is nothing wrong with HM. You will get to see a lot more of the Navy and the world as a HM. IS is pretty limited and narrow of a job. It is NOT as interesting as it sounds at all. It is nothing like the show NCIS or JAG. You basically sit in a secure room all day looking at boring documents or tiny pictures that you can never tell anyone about. Make sure you really know what you are asking befor you jump in with both feet.

it is NOT as simple as making one phone call or filling out a form. It can take weeks, if not months, before a DAR is approved. but frankly, if HM is undermanned( and for males, it is) and IS is overmanned or at strength, your chances go down.
and in point of fact, the recruiter doesn't make the choice, the Classifiers do. so all he can do is submit and then wait for an answer.

recruiter will call meps classifier if rate is available and if you are qualified and will submit a request for you to change ratings. it will go through different locations/people to get approved. we have been waiting for 3 wks now and all our plans are hanging. i'm also wishing we would get the result as soon as possible

It really depends if there is a need for the HM, if not your stuck with IS, your recruiter can't make an opening for your classification especially if you scored high for the other one.
He can only do so much.

He can do it. Don't let him say he can't. Just tell him that you'll join the army if he can't get your rating called. Tell him you've already spoke to an army recruiter and they are willing to allow you to join as a medic. Recruiters are like sales people they'll try to pull the wool over your eyes if you allow them too. Just have a backbone and stand up to him you'll get what you want. Remember this is your career so you'll want to get into a field you'll enjoy!
