On manual transmission cars any ratio over 1 to 1 is over drive. I expect that the jetta had to have a low gear ratio to get off the line and widely spaced gears so a 1.8 or 2.0 liter engine can do its work. Any speed over the Speed Limits the rpms will be high. MY car 2006 Pontiac GTO has two overdrives in fifth and sixth. Because I have three times the engine size the rear final drive gearing can be high like 3.30 to one Sixth gear at 80 miles an hour 2,000 rpms now that is torque.

Alright, 1st your 5spd.5th gear is over drive and yes the rpms are going to be near red line, yes? the term overdrive is misunderstood, once upon a time when we still got MG & other cars from England they had an electric switch that would kick in a top gear ratio. Now day's it's 5th or 6th that's the orverdrive.

ummm... is it a 5 speed or a 6 speed? do you really think there is a hidden gear somewhere? ok, i will let you in on a secret. if you turn on your left blinker, flash your brights 3 times quickly tap the brakes and roll down your driver's side window, you will then see a series of lights appear on the windshield. when this happens, IMMEDIATELY shift in the following pattern: reverse, first, fifth, second, second, third. this should unlock the hidden gear for you.
ok, seriously, 5th gear IS overdrive. quit looking for it. you've already found it.
p.s. figured you were no idiot, but my answer made me laugh!!

5th gear is overdrive. You turn it 'on' by putting the car in 5th.

yeah, 5th gear = overdrive. And your RPM's should be high at 90mph.
