Are you talking season or career? I am going with career, since that number matches Jr's career total.
I'll give you the top-10 guys, rounded to the tenth:

2. Tony Stewart 10.9%
3. Jimmie Johnson 8.4%
4. Dale Earnhardt, Jr 7.0%
5. Denny Hamlin 6.4%
6. Ryan Newman 6.2%
7. Greg Biffle 6.1118%
8. Kurt Busch 6.1096%
9. Kasey Kahne 5.9%
10. Mark Martin 5.8%

Wow, I'm looking all over for this one. One problem is they didn't keep all the laps led stats back in the day. I would think Bobby Allison is up there and David Pearson's percentage has to be pretty high as well.

That's awesome Crunch, where did you find those stats?

maybe kasey kahne since he won so many races last year and hasn't been in the sport long. I have no clue where you could find this out. Be interesting to see though.
