It is absolutely proper and polite to do so.
Having that card also reminds you with whom you interviewed. Could come in handy if the company asks for a second interview. It also provides you contact information in the event you wish to follow the interview up with a thank-you.

It depends on the situation. Personally when I go to a job interview I ask more questions than they do, I want to know if I am going to like the job, got to know what it pays, and if overtime is mandatory, stuff like that, I am more of the interviewer. It makes you look dumb not to ask questions. Counter questions with questions, act like you would be doing them a favor by coming to work for them. It works for me. I have laughed in prospective employers faces when they told me what the job paid, and said no thanks and walked out. If you don't know what the job pays find that out first thing, you might want to walk out of the interview after their answer, possibly laughing!
