one means only one or one less from two. One ton is - if you minus one ton from two tons, it would be one ton. clear!
(It is the quantity of air passed through the conditioner during one hour If room size is small, the entire area would be cool with one ton and for largeer area of room, more air has to be conditioned and pass through, say 1.5 ton up wards)
