Because the army in Lebanon only represents a very specific part of society, and the Palestinian factions that are fighting have been pretty much opressed there since they arrived from Jordan and Israel decades earlier. Recently (as in, over the past five years), they began re-arming so as to defend themselves in case one of the other factions in Lebanon (either the Shi'i Hizbullah or the Maronite Christian militias, for instance) tried to take over the areas in which the Palestinians live. All in all, a recipe for civil war waiting to happen.
