You mean on a new work visa to KSA?

Only after three years from the date of final exit, if not having the NOC from the former sponsor/employer.

On visit or pilgrimage visas, I think there is no restrictions.

I heard such restriction is going to be finished but I'm not sure it is or not.

I saw an Indian came on same passport (without changing to a new one) within one month and working with a new sponsor.

This law is under consideration to be waved off.
