I think success is dictated both by hardwork and luck, I don't really understand your question when you ask if work is dictated by luck on not, but one thing i know is that success is sometimes dictated by luck.

i believe that work,i.e. the work that you do is dictated by the desire to achieve ,perseverance and the sheer will to do it....
it has nothing or little to do with luck....
and if you really want something and are willing to work for it...you'll get it.
