It hasn't been finished and it isn't likely that it will be anytime soon because the North Koreans don't really want it. They talk about it just for getting concessions. when it is finished it will not be open to everyone. North Korea doesn't allow that many people in their country.

I'm not a hundred percent sure if this is what you mean but if its if you can ride from north to south or south to north, no not everyone can.
Technically the 2 countries are still in a war as a cease fire in was signed in the 1950's but never a peace treaty.

It is very difficult to travel in or out of north Korea at all although things have been improving in recent years.

You can go on tours to north Korea if you want but there aren't many of them.

The border between north and south is still one of the most dangerous in the world to be posted in the army (not including any countries at war, Iraq, Somalia etc)

There is no train currently running routes between North Korea and South Korea. They have recently though began running test routes as part of the reunification process. You would only see everyone passing through if the North and South came together again.

The train connecting the two Koreas is being completed. With a valid passport and visa, anyone can travel.

i heard on the news that they are currently making
a railway from s. korea to n. korea and vice versa.
perhaps in the near future everyone can ride the train.

no not just anyone there is a train although only important politicians can travel on it.
