What do you mean 'watch children'. Do you mean look after them, feed them, care for them, if so, it makes sense you need to have some training.
If you mean looking at children, I didn't know a license was needed for that.

Through having a license this helps the state monitor who, is caring for children. And I believe, there is special tax breaks for child care providers, and funds the state provides them for there services. For a also very important reason, the monitor what kind of care is being giving to children. With all the past events of children being unsafe, in home child cares, they have increased the security.

Probably because it cost money. The State makes money! Clear and simple. But, it leads customers to believe your competent.
Mechanics do this, Electricians, Bug Exterminators, etc.
It just a way for the State to make a few bucks in the pocket, and for a person to look like they really know something to the public, as they have a license.
