The most I've ever paid for a rat from a breeder was $25.00. Jordi was a rare Blue Merle in my Province at the time.
Most breeders sell their rats for $10.00 to $12.00 to make sure their babies are going to good pet homes.
I would recommend talking to any of the breeders you find at The Ratster http://www.ratster.com/ or we can remain in contact and I will help you find a good breeder near you by asking on my rat-only forums.
Unlike dogs and cats there is no such thing as Breeds of rats because there are no diversified differences in any pet rat thus far. The species of rat that we keep as pets is Rattus Norvegicus, and they are decended from the wild Norway Rat, also by the same scientific name. Rats come in different types according to their coat type, marking, coloring, tailless, hairless, ear-set, etc. If you choose a specific rat you will be asking the breeder for a type of rat, ie. American Blue Berkshire Dumbo. This is a type, not a breed.

I see you are asking a lot of questions about rats. Here are a few web sites I think you'll find very useful!
http://www.dapper.com.au/

http://ratguide.com/
http://www.ratbehavior.org/rats.html

I just want to add -- although you can buy rats for a few dollars ($5-$25), they are NOT cheap pets. They require BIG cages, lots of toys, good food and, unfortunately, they do need veterinary care more often than some other pets. Vets are EXPENSIVE so if you can't afford vet care, it's best to get gerbils!
Having said that, I hope you DO get rats -- they are wonderful!
