The correct way to say it is:
"Capo di tutti i capi",
or
"Capo dei capi".
There is no other grammatically correct way.

In standard Italian is "CAPO DEI CAPI".-
I disagree Erik's above answer quoting Wikipedia (itsn't the Bible and sometimes they're ugly wrong..!!). If they're disputing correct translation better then they correct the alternative that's in Italian "CAPO DI TUTTI I CAPI" (and not Capo di tutti capi- without the 'i' plural determinative article).
As far as I know from my longslasting experience of 62 years Italian native speaker the correct translation is
"CAPO DEI CAPI".

Capa doesn't exist in Italian.. We say Capo, like English " boss" for both male or female. es: Mrs. Giovanna is my boss La signora Giovanna è il mio CAPO. Hope that helps :)

"Il capo dei capi"; "Il capo di tutti i capi" means "The boss of all bosses", I confirm, being Italian (living in Italy) myself.
According to the context, you may even use "il boss dei boss", anyway, since the word "boss" is well known and used in Italy as well. Mainly in ironic way ("E' lui il boss", "He is the chief", implying the boss made a wrong decision even when other people tried to warn him, for instance) but also in a fond way or when just joking "Dimmi cosa devo fare, boss/capo!""Tell me what I have to do, boss!"
Popular Boss in Italy are Boss Hogg from "The Dukes of Hazzard" and Boss from Go Nagai's TV series (Mazinger Z, The Great Mazinger)
