Anytime is a great time to visit Australia - but remember it's a big place and seasons can vary so much.
I recommend Cairns in North Queensland, more tourists generally travel here during the winter months, not only for the nice weather, but also because of the stinger-free waters.
Instead of four seasons, Cairns has a wet season and dry season. Cairns averages at about 24 ° to 28 ° C dry season and in the summer (wet season) Dec – Feb 30 ° to 35 ° C

The best time to go is when there are no school holidaysas that is when peak periods are. If you look at different options they almost always tell you when peak periods are and if not just search the web for the states you are planning to visit eg. NSW-Sydney, Victoria-Melbourne, Queensland-Brisbane, Gold Coast etc and look for the school holidays for those states.
I always find the weather nicest in Spring and Autumn (Fall) for places like Queensland where the whether is tropical or warm almost all year round but can be rather hot in summer. Other areas further south and the best times would be in summer especially for tasmania but it may be quite hot. It also depends on what you want to do i think it is best to avoid sydney, melbourne etc in the middle of summer (January) unless you are really keen on beaches and swimming because it is too hot for any other activity. And it is also important to remember that that time of year is school holidays so there will be many families and people out and about.
Australia is basically a safe place to travel around and it is very unlikely that you will ever find an unsafe place. If you have never been to Australia before i recommend going to Cairns (for the great barrier reef) the snorkling there is amazing and if you go in our autumn (april etc.) the weather is really nice without being too hot. There is also rainforest to walk through and it is really beautiful.
Most major cities are also worth visiting as well as central australia which has amazing scenary.
My best advice is make a list of things you want to do and then go to the places most popular for them as australia has many different areas and places to visit.

Australia is a big place and the weather varies enormously. If you are going to Sydney and then travelling, the best time of year would be September/October. The Olympic Games were held then because statistically, that is the driest time of the year in Sydney. The wet season hasn't started in northern Australia and it is still not too hot in central Australia.
January in Sydney is the Festival of Sydney which is a month of music, dance, drama and art with big free concerts in the Domain. It starts with the spectacular fireworks display over the Sydney Harbour Bridge to bring in the New Year. This is followed in February by the Gay and Lesbian Mardi Gras festival which again is a month of music, dance, drama and art culminating in the world-famous parade usually the first weekend in March.

To reiterate what has already been said: Australia is a very large place.
Many people come here with Expectations that they can just simply drive around Australia in two weeks and see everything.
Whilst it is true that you could just about drive around Australia in two weeks, it could only be done if you drive 24 / 7 at the speed limit, 7 days a week stopping only for petrol. And even then, you would only see the coastal part of Australia, which represents about 1/10th of everything.
The best thing to do is sit down and plan your trip. Decide on how long you can spend touring the country, then get yourself a decent map. You will need to work out distances between places and work out a reasonable amount of travel time. My suggestion to all inexperienced long distance drivers is estimate your journey on an average of 75km / hour.
If you are still intent on taking a leisurely trip around and through Australia, allow for at least three months of travel time. Having travelled Australia several times, it would take at least this long to see the best of Australia.
As for safe places to stay: Pretty much anywhere in Australia is a safe area. Your best bet is to stay in caravan parks, motels, hotels or backpackers. If you have a caravan or camper van, Rest Areas are mostly ok, but try and stop where others are stopped. Safety in numbers. Just remember - most of Australia you are not supposed to camp within 15kms of the nearest town.
The best advice for travel is simple - avoid cyclone season in the North (Basically November - March). Other than that, go for it!
Some last words of advice: In outback areas of Australia you can go for 500 to 800km's without seeing another car, a petrol station or any habitation. Take plenty of water, have at least one spare tyre and have a reserve of fuel, if possible. Also, plan to keep in contact with someone you know regularly, to let them know you are ok, where you are and where you are planning to go the next day.
Remember: Australia is a big country with many beauties - and many dangers. Always plan ahead!

Dec, Jan, Feb is hot weather - Summertime, but usually peak. Try November, September, or even October. It's off-peak, but the weather is still nice. Usually it's still hot in March too. Or, for a little cooler, but still nice weather, try April.
