I actually own an 01 Cougar so I know it well. I've got 70k miles on the odometer and it's been pretty reliable, but the 99s have a few known issues that I would ask the owner if he's ever had problems with:
- Sunroof getting stuck (if it has one)
- Alternator dying
- Fuel pump needing replacement (there was actually a recall on it with a new modified design, so hopefully theirs has already been replaced).

If you're getting a good deal on it (I wouldn't pay more than $5500 for a 99), it's a good, fun car. And even 8 years later it still looks cool!

Also if you do buy it, here's a good site for Cougar info: http://www.newcougar.org

If you are looking for a new "used" car of that vintage, do yourself a favor a buy Asian. Honda, Toyota, Nissan in that order. Even if you have to buy a model year older to be in the same price range. Miles are very important on a used car. Look for one that has about 15,000 per year of use. You are better off buying a year older car with fewer miles than the other way around. Good luck.
