No, they must be legally licensed. And if you add someone who has had a suspension previously, your rates will increase. The insurance companies can go back three years, if alcohol related offenses, ten yrs. And yes, your rates will continue to be higher, with a person who has alcolhol related offenses.

No, you can't. Only licensed drivers can be added as secondary drivers on a policy. And once the suspension is lifted, if there is a bad driving record it will raise your rates dramatically.

Call the ins co and find out if they are willing to add him AFTER the suspension is served.
They might not want to, and if they did you would wanto to be sitting down when they told you what the premium will be
