simple looks best with cake decorating; you can use your sprinkles just around the edges; melt your chips in a plastic baggie, snip a corner and drizzle it randomly across the cake top; serve it on a pretty cake plate or platter; or bake it in a specially-shaped pan. too much decorating only makes the cakes look goofy, anyway!

one nice thing to do that is really easy and looks REALLY classy is frosting the cake, and then sifting cocoa, cinnamon, or a colored confectioner's sugar over it- do it when the frosting has hardened a little to make it stick, and then again befor eyou serve it. you can put other decorations on, as well, like small candies, or make designs in the frosting with a knife (marble is really easy, just swirl the a toothpick in the frosting and remove carefully).
i like this method because it is simple but looks inviting and decadent, also nicer than just throwing sprinkles on. especially nice if you do contrasting colors- ie a white or cream frosting looks beautiful with cocoa powder over the top!

Eleven-year-old girls want to be like 16-year-old girls! Play cool music and let them dance! Or get one of those teen music/dance videos that teach them how to do some cool dance moves. Either book them at a local nail salon or have a few adults come over to give them manicures and pedicures. Buy cheap flip flops for them to decorate (glue on foam flowers, etc.) That is their take-home gift. Take photos of all of their pretty feet lined up! Serve pizza or let everyone make their own ice cream sundaes. This will fit into a fairly short amount of time for a three or four hour party. It is tons of fun for 11-year-old girls without having a sleepover (and all the extra work, energy and liabilty risk that goes into that!) Happy birthday to your lucky girl!

If your choc chips are the mini ones, you can use them as-is. If they are the normal size, I'd suggest chopping them. Biting into a big hunk of chocoalte can hurt people's teeth, esp if the cake will be refrigerated.
You can kinda fill your hand w/ sprinkles or chocolate (work quick so choc. doesn't melt) and press into the sides of yoru cake. You can sorta do it in half-circles, or do the entire side. Maraschino cherries w/ pecan halves, walnut halves, or coconut would be pretty on top, too. (depends on the flavor of cake, tho).

well im not sure about toppings but if you want decor. then put the cake on a really big cake and nicely decorate it with like a mixture of carmal and chocolate sauce in a pretty look

you didn't say if it would be a round or oblong shape or what. You can use a knife to draw lines across the frosting in one direction, then draw the knife across those lines. Don't know if you can picture this, but it's easy and pretty.

How about using silk flowers or real flowers that are of the "edible" variety? If you do use real flowers research carefully to make sure that they are safe to use.
