If you and your b/f or g/f live together and got kids together, say 3 children. Is it ok for him to claim one dependent and I claim 2 and can both claim head of household?

Both of you cannot claim head of household. One of you has to provide more than 50% of the support for the household in order to file as HOH; and both of you can not provide more than 50% for the same house. If you get caught, and you probably would, you can face civil penalties for both claiming HOH.
You can split the kids; he can claim 1 and you can claim the other 2.
Talk to the person who prepares your taxes and he/she can advise you how to split the kids or even if you should split the kids as dependents. It may be better for oneof you to claim all 3 kids rather then split them.

If you live together, you can not both claim head of household status, if you get audited, things will not look pretty. But the dependent status of children is doable. As long as both partner have an agreement.

You can split up the exemptions for the kids however you want to if you are both their biological parents. But one of the requirements to claim head of household is that you provided over half of the cost of maintaining the household. You can't BOTH pay OVER HALF of the cost of maintaining the same household. So no, you can't both claim head of household, only one of you can.

Only one can claim the head of household. If both are claiming the head of household, they may come back and deny your fil status. As a result you will owe the taxes plus penalities.

No, since you had the children together. Only one of you can claim HoH. The other must file Single. You can split the children's exemptions between you, however. You should "slice and dice" your tax returns to sort out which is most advantageous for you.

If you had children separately you could both claim HoH but since you had them together you cannot.
