Do I need to accompany my child to the passport office, (Worli, Mumbai) to apply for his fresh passport?

You would be better off showing up too.

At 15 years old a child can get one on it's own, however the passport office can require a parent to be there for security reasons. Your child will also have to have a valid form of ID, so he needs to bring one or you will need to show up for that reason too (which most 15 year old kids don't have).

You can hand over the job to some travel agency if you don't want to go to the passport office.
