it doesn't specifically say, BUT, God created the animals and said they were good [genesis 1:25]. therefore, there is no reason why there could not be animals on the new earth [check revelation 21:1]. there will most definitely be animals during the millennial kingdom [isaiah 11:6; 65:25].
but it is impossible to say definitively whether some of these animals might be pets we had while here on earth. we do know that God is just and that when we get to heaven we will find ourselves in complete agreement with his decision on this issue, whatever it may be.

Nowhere does Scripture explicitly state that animals do not have souls...There is nothing in Scripture I know of that would preclude the possibility of animals' continued existence...The Bible does give us some reason to hope that departed animals will be restored. We read in the Bible that redemption is a cosmic matter. The whole creation is destined to be redeemed through the work of Christ (Romans 8:21), and we see the images of what heaven will be like; beautiful passages of Scripture tell us about the lion and lamb and other animals being at peace with one another.(Isaiah 11:6-8). Whenever heaven is described, though it may be in highly imaginative language, it is a place where animals seem to be present. Whether these are animals newly created for the new heavens and the new earth, or they are the redeemed souls of our pets that have perished, we can't know for sure.

The idea that all revealed truth is to be found in "66 books" is not only not in Scripture, it is contradicted by Scripture (1 Corinthians 11:2, 2 Thessalonians 2:15, 2 Thessalonians 3:6, 1 Timothy 3:15, 2 Peter 1:20-21, 2 Peter 3:16). It is a concept unheard of in the Old Testament, where the authority of those who sat on the Chair of Moses (Matthew 23:2-3) existed. In addition to this, for 400 years, there was no defined canon of "Sacred Scripture" aside from the Old Testament; there was no "New Testament"; there was only Tradition and non-canonical books and letters.
Our Lord founded a Church (Matthew 16:18-19), not a book, which was to be the pillar and ground of Truth (1 Timothy 3:15). We can know what this Church teaches by looking not only at Sacred Scripture, but into History and by reading what the earliest Christians have written, what those who've sat on the Chair of Peter have spoken consistently with Scripture and Tradition, and what they've solemnly defined. To believe that the Bible is our only source of Christian Truth is unbiblical and illogical.
And here is a little something to think on for those who believe in sola scriptura: Ignatius, appointed as Bishop of Antioch by Peter, came up against some Jews who resorted to the same mind-set in order to disprove Christ's Messiahship. In his first century letter to the Philadelphians he wrote: "When I heard some saying, If I do not find it in the ancient Scriptures, I will not believe the Gospel; on my saying to them, It is written, they answered me, That remains to be proved."

James Alfred Wight, (AKA James Herriott), the veterinarian and celebrated author, was asked by a dying old woman if pets have a soul. He said:
"If having a soul means being able to feel love and loyalty
and gratitude, then animals are better off than a lot of
humans. You've nothing to worry about there."
I believe that all creations have a soul created by God. If that is so, then why wouldn't they go to heaven?

Good question .
The bible says animals are here for our plesure and return to dust when they die . but the bible can conceivably say that there are animals in heaven . After all when Jesus comes back to Earth after the rapture for his 1000 year reign , he does so riding a white horse , ( some people think the horse is only a symbolic horse though )

There are a lot of theologians who say animals have no souls, they cannot discern right or wrong, and so they do not go to heaven. However, I think they do. And my neighbor, who is a minister in a major faith, agrees. Animals do have consciousness and awareness, they know love, fear, pain, happiness, and they know the happiness of being with us. I know my Little Gray Cat is in heaven. I know it to a certainty! She was a wonderful cat, she would have been a wonderful human, and she is resting now in the loving lap of God.

No one can exactly say, in the bible every living thing is supposed to go to heaven. I mean you should ask yourself, if they go to heaven, do they go to hell too. This is just one of those mysteries that may never be solved. But the bible calls the lamb more obedient than the goat.

Since Eden was paradise and Heaven is referred to as Paradise. I would say that there will be animals, even ones that have become extinct.
The real question is will my pet be there, or will there be some animal that may have its behavior and its likeness.
I doubt that it is individual but rather a composite of the creatures. They won't talk and they won't posses any great knowledge but they will be there for our compassion.

who needs the Bible when eyewitness accounts abound?
study the phenomenah of "Near Death Experiences" and find out what people who have 'been there' saw on the other side
I believe some animals develop a strong bond with their humans, and I believe that those animals will be allowed into heaven, to be with their human companions, for eternity

I can't think of any bible versus, but if you love this cat or dog you are talking about, they will be in heaven with you. If you don't really love the cat/dog, then they won't be with you.
They may not have a soul, but as I said if you truly love them they will be with you.
