4 "I will refrain from false speech" No lying,slander,gossipor harmful speech
5 " I will refrain from the stupifying" No alcohol,addictive or recreative incapacitating or dulling drugs.
Are these good guidleines for living well?

I believe that they are very good guidelines for anyone to live by, one doesn't have to be Buddhist to adopt them for themselves.

All major religions share the same basic moral concepts. These are not just religious concepts but many would say, evolutionary standards that are necessary for living as human beings. Buddhism appeals to so many people because it is so basic and non controversial it it's teachings, so these concepts are as well. What most people don't know is that within China, (non the government but within true Buddhists, Buddhism is not considered a "religion" at all. It never was. it's considered a philosophy or an ideology but not a religion. I think that's important to know when u are evaluating buddhist ideas.
