If you live in the U.S., go to a local Post Office, ask to purchase an International Money Order, and they will help you from there, then you can mail it yourself to where ever it needs to go.

You can also go to a Western Union outlet and purchase an International Money Order, and either mail it yourself, or you can have it immediately available for the person near where the live, however this way can be quite expensive.

As you have to buy the money order from the P.O., they are the best people to ask on how to do it.
