I can't find anything in the NEC, I near as I can tell, the NEC just prohibits having the water pipe inside the raceway (conduit) or cable tray (300-8), but outside the raceway, I can't find any distance requirement, there are cover requirements (300-5). However, since you are talking about two systems you'd also need to know plumbing code or local building code requirements.

Yes. As I recall they are not to be put in the same trench and when crossing must be separated by a foot, but I can't find a quick reference paragraph.

Yes, generally 12 inches for water, gas, and just about anything else buried.
