i'd send one, and add a personal note saying "i know you said you weren't able to come, but just in case your plans change, here is the information."

Yes I would still send an invitation.
Their plans may have changed since you sent the save the date card.
(BTW decent people will not think you are just wanting gifts by sending them an invite though they already said no)...

It would be nice, just as a kindness gesture. There is no written law that says you have to send anyone anything. I would send one since you did send save the date card, just so they know their options are still open and you are not mad.

If they already said "no" and you send an invitation, then they will open it and say, "Why did they send this, we can't go?" "Oh I guess they want a gift." You have to decide if that is the reaction you want.

My brother has already told me him and his family will not be attending, I'm sending them an invite anyway because if I don't they will just say "well we weren't even invited" sometimes you can't win, so best to cover your back and send them anyway!!

Yes--you still have to send an invite!! To let them know that you still wish they could come---and yes.... their plans could have changed....I don't think it looks like you are begging for gifts at all!

Yeah, that way they know that you at least want them there, and some might have changed their minds. Plus, if they don't come, they still might send a gift because they know you wanted them there.

I don't think it's necessary as long as definitely know they are not coming. The save the date card is enough.

Yes. Their plans may have changed since then, and even if not, it's polite to let them know they're invited whether they can make it or not.
