That is only a requirement if you don't have a valid form of ID like a drivers license, military ID, government ID, naturalization certificate, or previous passport. If you do not posses a valid ID to show the person at the passport office (post office), only then do you need another form of ID and a person to vouch for you.
If you don't have that, then you can't get a passport.
That being said, I can't imagine anyone who can't come up with the requirements to get a passport...at least anyone that deserves one.

I went through the very same problem and it was a nightmare
remember the person who signs the passport photo has to be a British passport holder which discounted my doctor
i don't have a dentist so that was that the only way i managed it was to get a ex boss who did it.
If i remember right it has to be a professional person so unless your neighbours are in that group forget them.
The truth is unless you get someone they will not issue a passport without the photo countersigned that i can tell you as i visited the passport office in person and was told that and there was no other way.

What Ho,
I don't like the sound of gaining a dodgy UK/EU passport, but surely if all is above board, then your local GP could sign the photo etc. Or your parish preist..
On the list of folks that can verify you are engineers, and as a qualified electrical engineer, I have confirmed two folks as being who they say they are.
It is only correct that someone sponsers you for the passport, they are then equally responsible for the user of the document.
Presumably you are on an electoral register.
Then your town / city council have known you for two years.
Another approach.
It should not be tricky if your application is genuine.

Your GP will do it but for a fee, do you know anyone in a professional position job wise, tax office or police, a teacher, the director of the company you work for, it is a palaver and I feel sorry for you, hope you can get a countersignature without having to pay for one, good luck.

do what my friends do, get me to sign it.'m an engineer, so get an electrician or mechanic etc to do it if you know one.If not ask anyone with a passport to pretend for you

I would say try your dentist if you have one or GP if you have one... ect....
