People don't realize what they sound like to others. You should record her endless chatter (with you repeatedly asking her to be quiet). Then play it back to her. Let her hear herself saying "I'm almost done" when there's really no end in sight. Maybe she'll hear how incredibly annoying she's being.

if she is a little sister (sounds like it) she is just enjoying your company and wants to be around you b/c she thinks your a really cool person! don't worry she'll grow out of it.
for now, ask her (when she says she is almost done but keeps going on and on) "i thought you said you were almost done. are you done yet? no? you got 1 minute then you HAVE to leave"

Just let her keep talking. You don't have to actually listen to her, but just kinda pretend that you are. After awhile she might get done and leave you alone.

You could tell her you are not interested and the world doesn't revolve around her opinions. Then get up and leave the room!
