Chowhound.com is where all the real food people go to discuss restaurants. However, they do have pretty strict guidelines as to what you can and cannot say.

You can also leave/read reviews at menupages.com.

There is also egullet.com - they are a culinary group and the posts there are really great reads.

Zagat.com now has member reviews and message boards, so I'm sure you can find some interesting critiques there.

Citysearch is an option, but that website has gone steadily downhill over time. The searching is not great, and I don't think you really have serious food people there.

Hands down the best site it chowhound.com. However, if you are not a foodie, it will be frustrating for you to use. I have used it to find recommendations for restaurants in the vicinity of my home and half way around the world and the foodies who post know what they are talking about.

CitySearch works really well. It breaks it down into types of food, distance, settings and so on. It has worked for me really well.
