if the mouse is the old type that has the rolling ball, it could just be dirty and needs to be cleaned, the ball is held in place with a twist ring, remove that, remove the ball and look for grit and gunk that is on the rollers on the inside. if the mouse is an optical mouse, not much you can do there, unless a mouse pad helps. In either case before you spend too much time on the issue, it is probably cheaper to get a new mouse.

We're assuming youre using a laser mouse. Ball mice should be replaced. If youre using a wireless, change batteries. If youre using new batteries or a wired mouse, you have either spyware issues, usb hub issues (reinstall usb drivers , while youre at it do your system software drivers and chipset drivers), or irq issues, you might have to edit your boot ini.

in case you have different computers as you assert, have you ever tried "changing" the keyboard and mouse in this laptop you're having problems with. One or the different could no longer be nicely matched with the laptop you're having issues with. solid success.
