If the system works with another source such as a DVD player your speakers and speaker cables are not the problem. It isn't quite clear but it sounds like you are not getting any sound at all from the TV. You do not specify what TV you have but I suspect it may only have analog outputs. Go through the TV's menu and make sure the line level outputs are set to "on." Make sure you have changed the source on your receiver. Also be sure you are hooked up from "output" on the TV to "input" on the receiver. Additionally, if you have variable audio output from the TV to the receiver you will have to turn up the volume on the TV to get sound to the receiver. If this is the case you will also want to turn off the TV speakers when you use the surround system.

It depends on your source for tv (Sat, Cable), and if you are using a box.(for sat. you have to). If you are running your cable right into your tv and trying to use an audio output from the back of the tv, then you may have to activate the audio output in the menu system of the tv.

Another possiblity is that the input on you surround receiver is looking for a digital signal. See if there is an input mode or signal select button on the remote or receiver.

The answer may be very simple, the stations you listen/watch don't have surround sound.

First, you need to watch a digital channel
Second, that channel may or may not transmit 5.1 Dolby. Not all stations transmit all programs in surround sound.
Finally, to have surround sound you need to connect the s/pdif out from the TV to the s/pdif input to the receiver.
Plus, On your TV, go to the audio setup and specify also the audio output to be Dolby Digital and NOT PCM.

Trouble shoot in steps:
1.Cables
are your cables A/V or only Video, Component cables do not transmit sound.
2. Speaker hook up
Do you have all the speakers hooked up right, many systems vary output to much number of speakers hooked up
3. Sound field setting (name will vary by Manufacturer)
This is the most probable reason. You manual would be the best way to resolve this. Online manuals are available for most systems.
4. Sound Setting on you TV
Normally, toggles between mono, stereo and other settings depending on Manufacturer
