The only chords played on a dulcimer are by tuning the four strings to match a certain chord shape. Players use a stick of wood to run up and down the fretboard while plucking the strings. It's the Appalachian Mountain version to a steel guitar.

Actually, the modern method does not use a noter, frets chords, uses a flat pick or finger picks.
