Probably a reference to the attacks on September the 11th. Though Iraq had nothing to do with that.
Many people thought that the war on terror was one of the reasons to invade Iraq. Although Saddam was a sadistic murdering git (to put it mildly) and did many things far worse than the attacks on the Twin Towers, he never attacked the USA and was not involved in the attacks in anyway.

Homer might be just a cartoon character, but he's obviously brighter than most of the looney tuners in the Bush administration. On the very day he assumed office, George W. Bush intended to unconstitutionally and illegally attack Iraq for three 'lame' reasons:
1) The Bush family held a personal vendetta against Saddam Hussein ever since the days of Desert Storm when George H.W. Bush was ridiculed, criticized and humiliated for not 'finishing the job' and ousting Hussein at that time;
2) Dick Cheney and his Exxon-Mobil friends want all that OIL swimming underneath Iraq's sands - at any cost - so they can get richer and richer and richer feeding America's addiction to cheap, easily-accessible foreign OIL;
3) Ever since World War II, the giant U.S military-industrial complex recognized just how profitable 'war' could be. So it bought up all the politicians, hired pricey lobbyists and formed special interest groups to encourage and promote more 'war'. Thus, the U.S. got involved in the Korean Conflict; the Cuban Missile Crisis; the Cold War; Vietnam and Desert Storm all so the huge government contractors like McDonnell-Douglass, Sikorsky, and Lockheed-Martin could boost their sagging profits.
This insane 'war' with Iraq - which in no way threatened, provoked or attacked the U.S.A. - was started solely for OIL and WAR PROFITEERING. And what two corporate entities have profited most from this 'war'? The Carlyle Group, whom former President George H.W. Bush and several of his cabinet members are associated with (as is an investor family by the name of binLaden); and Halliburton, a company that was run by Dick Cheney prior to his becoming Vice-President of the United States.
Coincidence? Not likely! The Bilderberg Conference most likely selected Bush and Cheney to win the 2000 election at its 1998 meeting (if you believe your vote counts, think again). Iraq has the second largest reserves of oil in the world and the U.s. 'big oil' interests are not about to let one drop of that oil go to China or anywhere else.
Now here's the interesting twist: as China's economy gets healthier - and the demand for OIL increases - China will simply cut off America's line of credit (we are China's largest debtor, you realize). Then, when the U.S. finds itself in the same situation as Russia is in today - where it can't pay its soldiers and support its military - China will simply send its multi-million-man Army over her and TAKE whatever it damn well wants: oil, banks, military hardware, natural resources, weapons of mass destruction, water, real estate, even our women if there's a big demand for western women on the international sex slave market. And there won't be a damn thing the U.S.A. will be able to do about it, thanks to the Bush family's close connections to China, which has put us in this precarious position. Think it's not going to happen? Then print this out and put it in your safety deposit box for about 30-50 years and see how close I came to being right. -RKO- 05/20/07

Insane is correct.
But revenge for 9/11 and/or Bush's dad is not a reason we went. Neither is oil or money. If we were getting oil from them, gas prices wouldn't continue to rise.
Saddam refused UN inspectors into his country for 12 years. He used sarin gas (which *is* a WMD) on his own citizens. He murdered anyone who said anything negative about him - to include his son-in-law.
With the food for oil plan, other countries such as France benefited. That is one reason why they didn't form an alliance with us.
You might know some of this by now, but I said it just in case.

Cartoons are frequently used to express the writers point of view, in this case it referred to the fact that some people have said the war in Iraq was only revenge for Iraq's government's attempt on the life of President Bush's Father when he was President.
Although this may have been a small factor, it was apparent at the time that Iraq was a clear and present danger to the US and the world.

It's referring to the millions of Republican Americans who believed and some of the dumber ones that still believe that Saddam Hussein was responsible for 9/11 and that the Iraq war was retribution for 9/11.
