these are the questions you have to ask yourself:
is he always there for you?
how often do you talk and who normally starts the conversation?
if you talk about the guys you like, does he say he doesn't like any of them?
does he notice little things that you wear or do?
has he ever just called you when he was on vacation or something to see how you were doing?
if you answered yes to these, or most of them, go for it, because he most likely wants to be more than friends too.

If he does the eye contact and the smile and the body language then most likely theres something there. You just have to sit back and let it happen.

i would simply be up front and totally honest. there is a bible passage that states "you have not because you ask not" that goes not only for god, but in dealing with each otheras well. so .. trust in god, and simply go and ask .... and be honest
