Assuming he works "normal" 9-5 hours, I would try after 7.30 pm (should have finished dinner) and before 9pm (after that is kind of late unless you know someone's routine well - and at that time you may be out for the evening, or "settled in" and don't want to be disturbed).

As most people have answering systems now I would tend to call at about 3 o'clock in the afternoon; having prepared a message to leave so I'm not flummoxed if a machine picks up.
Any earlier and you might disturb him if he's a night worker.
Leave a number and time when you would be available to take a return call, but remember to say "If I don't hear from you, I'll try again in a week or so; you might be on holiday, you lucky thing." Or words to that effect.
After the week or so has gone by, try again, leaving another message if machine picks up - again giving day and time for convenient return call. Again I would say I'd try again in a week or so.
After third attempt - I'd leave message saying something along the line of "How long are your holidays? I'll leave it for now and wait to hear from you."
Don't assume he is necessarily avoiding contact, he might be working away or anything.

it's generally cool to call between 9 and 9 with the exception of the dinner hour between 5 and 6.

evening time around 6pm or wait until 8pm, that after most peoples dinner time. If your friend wants to hear from you I also wouldn't worry about it too much, if they are busy just ask when a better time would be, a good friend will want to talk and will make time. Don't call on the weekend at night if you want them to be home.

Well, if they work during the day, I would wait until after dinner, probably around 7 or 8pm. Or try the weekends when some people have the weekends off. If it isn't a good time for them ask when a good time for them would be. It doesn't hurt to ask them.

Well don't call at the dinner hour then. Mid day on the weekend shouldn't be a bad time. Allthough it's not your fault if he is busy. Getting in touch with old friends is good decision if you ask me

Call late morning before lunch or early afternoon after lunch. I think around 2 or 3 p.m. is the best time.
